To be safe, my idea is that you get rid of your credit card debt AND have the minimum funds.

My partner and I are $6000 in debt and need to show we have + $15000. We're moving savings/stock around so we are sure we have + $21,000

OMG...PHONE CIC!! Why stress over it if you can get an answer straight away by calling?

Not usually in my experience.

Call them and talk to a real person.

The problem with EE is that it is completely new to everyone. There is no precedent. All we have is our own interpretations of the information provided by CIC. No-one will be able to give you a definitive answer to your question. Your only chance of a definitive answer is to get one from CIC.

If you do, it would help everyone if you would share the contents of your conversation.
 
You have to keep calling. You'll be told there's no room on hold and to call back.
