Credit Card Charged

Hi,

My brother's application under NOC 3212 was received in feb 2014 and his CC got charged on 24th Feb 2014. However, he has not received any communication from CIO yet. How long does CIO takes to respond and if the CC is charged is it going to be a positive review.
