As of Friday, I had not yet received my COPR letter. Looking at the Ottawa spreadsheet for the most recent "COPR received" entries, it appears that Ottawa's typical timeframe is less than two weeks between DM and COPR receipt. The lowest delays of a day or two are probably not typical, since the existence of "mail" means that the COPR would have to be in transit when the eCAS update was visible/spotted.
My uninformed guess is that there will be some time between the CIC agent's final decision and the printing of the COPR, then the typical postal delay once COPR is in transit. Either step for us would have taken a day off because of Canada Day.
Amusingly, we can expect very similar mailing delays; I'm also in Québec, on the West Island. Out of curiosity, did you also send CIC an unsolicited copy of your CSQ? I did, and I am wondering whether that in any way influenced my file. (I'm still waiting for the GMCS notes that would actually explain what happened there.)
