From what I understand, you can still use you US license until the PR card comes because Canada won't issue a new license until you get it. Technically, you have something like three months to change it anyway, and if DMV here doesn't yet recognize you as a resident anyway, then you should continue to drive on your US license until the card comes. The insurance aspect is a bit different though. Some Canadian insurers require you to have a Canadian license while others will allow a US one. You will have to get a letter of experience from your US insurer to show proof of having coverage for a certain number of years to show the Canadian company. You could try calling a few and finding out their rules are on that though. Also, the Canadian branches of US companies, like Allstate, are independent of each other and policies can't just be transferred.
