No rules at all if your file exceeds CPP-O processing times. You will be told your processing times is Islamabad's, if it exceeds Islamabad processing times you will be told it is just a statistic that 80% will be finished. It doesnot mean your file will be finalized!!

Reminds me of when my wife immigrated here from canada to Texas 2 years ago. The way the USCIS operates is your paperwork gets thrown in a box after its "received and processed" (ie: check cashed) and put on a shelf no matter what the order they are received. that box is picked up by an agent and they proceed to process the files out of it.

Whether that was the first box on said shelf or not doesnt really matter. they could grab a box with apps from 2012 or apps from 2009. If you get a request for more evidence (known as an RFE in US immigration lingo), your application gets put in an "On hold" pile until they receive your docs. Even then it may be some time before the agent goes to that stack.

I would guess the CIC operates in a similar manner across the board

I've been through the immigration process in the US too and it's exactly the same thing. They might lose and forgot your stuff but they won't lose the checks! haha

On a different note :D if you are shipping your goods using company (e.g u-haul) do I need to meet them at the border? My hubby is saying I have to. I don't want to go all the way to Alberta and then go back down south to receive my goods at the border. Isn't it silly? I guess if I need to drive, driving it is! UGH!!! Horror!
