Hi, I am a permanent residence planning to go to Pakistan and get married in the next few weeks and my fiance has a visitor visa valid until 2022. We are planning on traveling back together.
Is the marriage certificate going to be only proof required for her to enter under the spousal exemption?
Does anyone have personal experience with a spouse entering in these rules?

OP said the spouse already has a TRV valid until 2022. As earlier said, with the marriage certificate and quarantine plan, they should be good to go.
 
Even with a marriage certificate and valid visa I believe you still have to apply for “covid exemption letter”.
Mine was approved for my fiance who is currently in the Philippines. We waited for almost 5 wks for the letter(email) of approval with the validity of 6months.
