When applying for the US Green Card, writing a descriptive cover letter is a key factor. Is it the case for Canada immigration under federal program?

In the FSW process, a cover letter is only required if you wish to explain something "out of the ordinary". An example would be reasons why you haven't included an original job reference letter and what you have supplied instead to support your work experience. It isn't like a Statement of Purpose letter you would write to convince the VO of your reasons for wanting to come to Canada for study purposes. Does that help?
