Cover letter - Format - address to whom

Dear all,

I need to prepare a cover letter to explain few things like ref. letter not in letter head etc.

To whom I need to address this letter?

Can I address to The Visa Officer, CIO?

Your suggestion highly appreciated. Please pm me or send me if you already have some letter format.

If it was my letter, I would put it at the end of the letter.

And if you don't know the name of your sons/daughters teacher you address a letter to 'Dear Teacher,', or 'Dear Sir or Madam,'? :)

Guess it's up to the individual, but if I don't know the name of whom I'm writing to, I would always use 'Dear Sir or Madam,' or 'To whom it may concern,'.

Is covering letter a must while sending documents? I did not send it but wondering if it does have any weight-age for better/quicker processing of PR applications.

Nope, it's not. You don't need it if you have a straight forward case which doesn't need explanations.
