CIC does state that it will be 200 per occupation.

I do not know how this is going to affect the AOR processing time now. I hope it does not (fingers crossed)

Is that mean, cap will be less and it will be filled very fast? Please explain clearly..

Exactly. It is confusing though.

If they will still accept another 8000 files then it will exceed the actual quota of 12000 files, so if they accept another 8000 files then it will sump up to more than 14000 file. Another thing is that its pretty unclear that whether they are going to accept 8000 files from May 1,2014 to April 30, 2015 or up to 2000 files more from May 1 to add upto 8000 files. It better to wait rather than making assumptions and getting worried.
 
why you guys are coming up with your own assumptions. Just wait for the right time. Everything will be cleared. It won't do any help instead of just driving people crazy who are going to apply this year.

oh ya..so, The CEC cap will be re-set at 8,000 applications, as of May 1, 2014, to cover the transition period leading up to Express Entry.

that means, if re-set happens, there is no chance to submit the application under CEC after May 1st because I think the count is already reached to 8000.

right?

I think it clearly means that from May 1 to Dec 31 the cap will be 8000

May, 1st - December, 31st 2014 -> cap = 8000. So, 8000 NEW spots to apply until end of the year.
