As per me this is good news as this means that they will accept 8,000 more application from May 1st till the end of year

I don't think overall cap has been reduced to 8000 from 12000 as they are giving effective date as 1st May.

On 14th Apr total applications accepted were 6170 , the latter assumption wouldn't make sense if the total applications accepted by cic reached 8000 before 1st May.

Hope I am not making it sound more confusing than it already is. ;D

I would be calling their customer service tomorrow, lets see.

IMO, the counter will reset from May 1st

Now 8000 applications will be accepted with a cap of 100 on NOC B till december and it is all done to accommodate 2 months as express entry will start in Jan 2015.

OKAY! Everyone - CALM DOWN. Let's all wait till April 26, 2014 and see the full set of ministerial instructions on Canada Gazette. Then, we will have a better understanding of the new rules.

As far as some of us can understand this new rule, it means - the overall cap has been re-set to 8000 applications (sub-cap of 200 for each NOC B occupation) from May 01, 2014 (possibly ending on December 31, 2014). I believe that this also means that the existing sub-caps for NOC B occupations will also be re-set starting May 2014.

We will just have to wait till next week to gather more information on the new rules. Calling CIC helpline at this time is probably not going to be very helpful, as the new rules have been just released.

So let's all sit tight, be patient, stay positive and hope for the best :) And until then - let's not worry about the new rules ;)

No, I said before that CEC won't exist anymore, but the following article names CEC as part of the existing programs starting next year along with the express entry system. I believe, it will be different and you might be able to get PR faster than now (the same article refers to some changes that will ideally speed up the whole process up to 6 months). Anyways, we have to wait... we may have some news at the end of this year.

Check it out:

It's possible that Canadian Experience Class will continue next year in a modified form. I'm still not sure how Express Entry aligns with Canadian Experience Class, which is for people who have been working in Canada already. Perhaps CEC applicants will have to 'express their interest' in staying in Canada?

But we know this for sure: "These are the last FSWP, FSTP and CEC applications that will be accepted under the current system before Express Entry launches in January 2015". Thats why they say in announcement.

The counter will reset to 8000 from May1.

However, we will have a firm clarity on 26 April when the Gazzette is out.

This is insane!

Where does the 100 sub-cap come from? Like where do you people get that number from?
Whenever I check http://news.gc.ca/web/article-en.do?nid=841339
it says:

Canadian Experience Class:
This program is for people who already have skilled work experience in Canada and want to immigrate permanently.

- Overall cap of 8,000 applications
- Sub-caps of 200 applications each for any NOC B occupation
- Six ineligible occupations: administrative officers (NOC code 1221), administrative assistants (1241), accounting technicians/bookkeepers (1311), cooks (6322), food service supervisors (6311), and retail sales supervisors (6211).

Where did You all get the info about 100 per occupation??

This is what cic website says about CEC class:

Canadian Experience Class:
This program is for people who already have skilled work experience in Canada and want to immigrate permanently.

Overall cap of 8,000 applications
Sub-caps of 200 applications each for any NOC B occupation
Six ineligible occupations: administrative officers (NOC code 1221), administrative assistants (1241), accounting technicians/bookkeepers (1311), cooks (6322), food service supervisors (6311), and retail sales supervisors (6211).
The new Ministerial Instructions will also re-confirm the existing pause of applications to the federal Immigrant Investor and Entrepreneur Programs.
