You still have about a month's time to apply. So you might just able to make it make it for CEC. Keep checking to see how many applications have been received and then apply. You can also look into your province's PNP program, as a back up plan.

what's the quickest way to get the application to them? 1st classed, tracked and signed if so how long would it take that way? sorry for the ambush :)

Thank you. The biggest hurdle is getting the PCC, as it takes around 4-6 weeks for my country. However, I just realised that I can submit my application without PCC and send the PCC later. (Please correct me if I am wrong. Appreciate your help).

Correct. You can submit without PCC and submit the PCC whenever you receive it, after getting the AOR.
 
Is there a way to subscribe to the cap updates? At the moment I check the CIC website for any updates.

No, you can't subscribe to the website. However, you could use a service like > http://www.changedetection.com/
to detect changes for you and alert you.
 
The CIC page says they update this every week. And last update was on 2014-02-21. :'(

Once a month may be more accurate prediction, from what we've seen in the past
