So if you send it on time and after they open your application, the cap has reached they are supposed to process it because when you sent your application, the cap had not been reached (hope that makes sense).

does not translate to:
"If the cap has not been filled when CIC receives an application, there is a guarantee that the application will fall within the cap when CIC opens it".
Indeed, applications are processed in the order received, but the cap is for 12,000 "complete" applications. That is, applications that have been issued an AOR - which occurs after the application has been opened and processed by CIO.
If the quota is full, CIC will not accept any more applications and will return application packages to applicants.shuki said:Approx. 1500 applications are submitted every months.

I don´t think they would cap B NOCs based on how fast the cap is reached this year.
