I'm an international student and graduated 2-year program of Culinary Management (Diploma). I have 1 year work exp and studying for the IELTS now (my goal'll be 7.0). Could I start my application now and do I need Job Offer Letter or LMO ? Thanks for any replying!
P/S: Is my case is in NOC 6321 ???

No you don't need a job offer or LMO. But make sure your experience qualifies for CEC. Your NOC number depends on your job responsibilities, and not on your diploma or job title - no one can help you unless you list the responsibilities.

So what if I have a permanent full-time job offer, and list all the responsibilities that need of chef duties, which class could I apply ? CEC or Federal skill worker?. Some people say I should apply under CEC and some say Federal skill worker, I'm really confused.

Since you have 1 year of experience as a Chef, as you claim, the recommended approach is to apply for CEC because your application will be processed faster. Note that Cooks are no longer eligible to apply for CEC.

PS: if you gained your experience outside Canada, CEC is not an option.

I have applied for FSW2 but CIC are taking so long to work through the applications I'm not sure I will get PER anytime soon. At the start of October I will have 1 years Canadian experience and I wondered by October if the cap will be filled or if I will have the chance to try going the CEC route?

At the rate the cap is moving. I doubt it will be even 7000 by October. You definitely have a shot.

Sure,

Thats what I have been doing....on the verge of getting all the documents ready.....now that you mentioned PCC, i thought of asking this? I have heard people saying that dont send ur PCC initially with ur application but wait till u get the AOR and then send....But my thought is that now a days applications are being processed in less than 12 months (keeping my fingers crossed) the we should be good in sending the PCC with the application...I feel it will give a sense of confidence to the VO that this guy is prepared....What r ur thoughts?

PCC's issued within three months of application date is considered and they are valid for 12 months. In case one is unfortunate enough to fall in the 13 months processing time, you might potentially be asked to submit another PCC.

Once you get your AOR, you have at least 4 months to submit your PCC. Only after 4 or more months, actual processing of the case starts.

The "number of total apps received" in CIC website represents those for which AOR has been sent out. You based your response on the figure from August 12, which was 2,147. Assuming it takes 50 days to receive AOR:

-> 2,147 actually represents all apps received on ~ June 22.

-> So basically, from May 01 to June 22, 2,147 applications were submitted.

-> Going by the above trend, 1295 applications are being received by CIC per month.

-> At this rate, it would take 6 months and 5 days from May 01 for the total number of apps to reach the cap.

-> My calculations tell me CIC will most likely stop accepting applications sent after November 05, 2014.

Don't take it too seriously though. Number of applications received per month can fluctuate.
