Any determination of how fast or slow a VO might be is purely anecdotal. You can simply put in the names of the major visa offices, into the search function of this forum, and you’ll see results for each one ranging from how a particular VO is very fast to how the same VO is the slowest. All within a few pages of each other.

Even within the same office, different Officers process applications at varying speeds. The only “pattern” is that all the IRCC offices got affected by COVID, and their in person processing capacity suffered as a result.
