Why did you received biometric refund? Isn’t it just for temporary resident applications?

Hello All,
I am a CEC inland applicant. My timelines are as mentioned below-
AOR- June 24th, 2020
Medical passed- September 2nd, 2020
Biometric- December 2nd, 2020
No updates in the account since September 2nd. As per GCMS notes and updates received from call center agents, everything is completed. Today, agent told me that Etobicoke office has completed a landing for me on January 27th this year, however I have not received any communication from Etobicoke office till date. So, agent has sent a reminder email to Etobicoke office and asked me to contact helpdesk by March end if I do not receive any communication till then. As per agent my application is already approved and he congratulated me for becoming a PR holder.
I asked the agent for some confirmation or evidence that my application is approved, which he did not provide to me. I would like to know if anyone else is in the similar situation and waiting for a communication from Etobicoke office? I know people are waiting to hear from Etobicoke office after receiving an approval in the portal.
Any help or inputs on the next steps are greatly appreciated.

I know already my application had been approved on December 1, 2021, based on GCMS notes and IRCC agent. But MP office told me that my virtual landing procedure has not yet started. So they can't help me.
I am biometric exempt! It is also for PR applicants who gave biometric in the past 10 years

Is anyone have any idea howmany days it will take to get copr from etibicoke office after file got approved?
