That COPR document you receive on your profile after the approval under DOCUMENT STATUS, with the travel document number on it; I assume that's just for the flagpole and can be ignored if within Canada currently?
Or if not, what is that for?

The timeline and percentage isn't related to anything within your application. It gets to 100% once you hit 6 months since your AOR, it's just a measure of time. Mine's been sitting at 100% since mid-August.

I called for an update and just happeappened to have been approved this morning. No email but website is updated to all approved.

New Update: As of November 30th, Service Canada is going to re-open Biometric Appointment System.

Once you get this document, can you apply for SIN? Consequently, can you apply for OSAP?

Yes, according to the woman on phone, I get instructions on how to get a new SIN pretty fast in the email ill get soon.

Not sure about OSAP; perhaps someone can enlighten us?
