You might hear different answers from different people. I will try to give you logical answer.
While you enter through express entry program you agreed that you will immigrate to any province except Quebec, as they have their own program.
It all comes down to taxes and provincial agreements with federal. You paid fee for EE program and provinces will be expecting that you will come here and pay taxes and give boost to their provincial economy. But you moved to such province which is not part of this program. You will have no issue until you will go for renewal or citizenship. They can put enquiry on this.
Please note that when you filled eligibility it put you ineligible when you select Quebec.
I won't recommend you to take this risk as it will raise question mark on your eligibility which may result in disqualification. When you will receive your COPR it will be program specific and renewal or citizenship will be based on eligibility and compliance of that program.
After Citizenship you are free to move any where.
If you really need to go to Quebec then I would recommend to ask CIC and explain your scenario.
As far as I'm aware, deferring landing past the COPR date simply isn't possible.Hello all,
