Only bad news for applicants that need to provide (extra) documents....
Clearly mentioned that:
Foreign nationals whose application for a visitor visa or permanent residence is approved are not eligible to travel to Canada at this time, unless they’re exempt from the travel restrictions.
Optimism is the key my friend..
One has to keep in mind that they are talking about either finalizing applications of closing them.. This indicates towards freeing up their workforce.. One would free up their workforce to indulge them into other work.. That other work in my opinion is processing regular FSW applications.. A free-healthcare country like Canada would invite foreigners only during a pandemic when they are sure they have/will have the pandemic under control so as to not overburden health infrastructure.. Thus, in my opinion travel restrictions are going away soon.. how soon? Maybe 2-4 months from now..

Ofcourse they are aware that letting people in could cause a disaster.
But someone with a relative in Canada can carry the virus as much as I can.
An US citizen can carry the virus as much as I can...

US citizens cannot cross border at the moment unless they are exempt
With nursing shortages and trucking staff, I don't need to explain why the risks outweigh the benefits.. right?
I understand where you are coming from.. but step into their shoes.. if you had you wouldn't have made the three comparisons you did..

International students would have missed their first year of college, or would have to start their college one year later... but hey, what's the difference... I also missed out on my arranged job, they hired someone else in the meantime.
Family reunification indeed is very important... But when they figured out a way for them to enter/land safely, CoPR holders without relatives could land the same safe way.
I will probably be misunderstood or hated by posting this, but:

International students bring in a LOT more foreign money than PRs. Universities employ local people.
For a person who is in Canada, Canada is a better place as compared to where ever he or she is from. Thus, looking towards interest of people present in Canada, family reunification.

Totally agree with all the points except the fact that they are bending over backwards.. I don't for a minute think that is true. IRCC is slow and I mean really slow in processing files. It's been an entire year and they still don't have an idea of how to handle the immigrants during the pandemic. There have been 4-5 versions of the do you want to immigrate mail itself. And most of all there is zero communication towards people whose files are stuck and not moved since a year or of copr holders who are approved and don't know when they can travel. That I feel is the least of all they could have done. It took them 1 year to send out an email saying don't worry your copr even if expired will not mean you lost your place. Seriously!!
But like everyone on the group keeps saying.. keep faith and wait.. thas all one can do when we don't know what to do!!

We were approved last year and have had to watch our documents expire due to the restrictions.
This whole time we have received no personal response to a webform... Not even to say 'don't worry, you won't be refused.'
I do agree with some of your other points and do believe we will get some joy in the next 2-4 months.

On the travel restrictions page, some thing like "your application will not be closed if you are unavle to travel because of the pandemic" is written from day one.
But I guess you are expecting something beyond the notice.

Consider normal processing time when an applicant used to send 2-3 webforms on an avg vs now with people as old as april 2019 aor waiting to land.. could be even older i dunno.. now the average number of webforms one sends is way higher than before.. customer centers were already struggling before pandemic and have now to respond to so many people sending webforms
As for expecting a personal response, I estimate there'd be about 50k people yet to land. I take 15 minutes in writing an email. That's about 1563 working days considering one works with the same efficiency 8 hours a day.
Also, in my opinion, notice on their website fulfils the same purpose as a personal message.. gives all the information one needs..
I would like to point you towards immigration processes of other countries during pandemic and compare it with Canadian immigration response during pandemic.

My parents have the approved COPR issued after March 18, 2020 but the visa will expire in May.
Can they come to Canada and validate the COPR now?
I have bought the tickets in January for they landing in May and if I cancel, I will lose a lot. I didn't check the news very often, but today I come acrossthe restriction news saying:
If you’re outside Canada
You can’t come to Canada to validate your COPR and land as a permanent resident right now.
You may be able to come only if:
