Think you need to consider that flights may not return to normal after July 31
As per the latest news I was reading flights won't return to normal even though travel bubbles will be established. Those flights would still be under repatriation tag.

Moreover these travel bubbles would be for short durations like 15 days or so...

Read point no. 5 in the article below:

Does anyone know if it is possible to undergo medical examination in a different country? For example, if I go to Turkey and take exam there even though I am not a resident of Turkey?

One thing IRCC has confirmed that after extension of expired COPR, we will not be considered as people who received COPR post 18th March. We would still be eligible to travel. Its put on their website.
Hey can you please point me to the exact place where they state this, or copy/paste the relevant passage here please?

I think one needs to make a distinction between two situations:

1. the hypothesis in which IRCC extends the validity period of CoPRs that were issued before March 18 by way of an extension letter or other separate document clearly referring to the CoPR and extending its validity. In this case the document originally issued before March 18 is still valid and so one would be exempt from the travel ban.

2. the hypothesis in which IRCC extends the CoPR issued before March 18 by reissuing a NEW CoPR with a new validity period. In this case the initial CoPR becomes superseded and one would need to look at the issue date of the new CoPR (thus issued POST March 18). In this situation one would need to look at the issue date of the second CoPR and would NOT be exempt from CoPR.

This is my interpretation and of course subject to further communication from IRCC.

Yes, it is possible. You may undergo medical exams in any country. For example, some people from Ukraine specifically go to Poland because medical exams are cheaper there. And by the way, the price depends on each particular medical centre, not the country.

Is this for COPR exension? Then yes you can undergo medical examination in a different country even if you are not a resident. Check with Turkey first whether you will be allowed to enter at this time.

Not sure guys if anyone read the below updates on 10/July, means no more soft landing allows, i am very confused and afraid now.

If we already approved your permanent resident application
If you’re outside Canada
If you come to Canada, make sure you’re exempt from the travel restrictions. You won’t be allowed to enter Canada right now if you’re travelling for reasons like:

  • tourism
  • recreation
  • entertainment
  • to finalize your permanent residence application but not settle here yet
These are not valid reasons to come to Canada right now.

If you’re travelling by air, you need to pass a health check conducted by the airline before boarding a flight. If you show symptoms of COVID-19, you won’t be allowed to board.
