Upon landing in Canada, Montreal. The immigration office completed all procedures and then returned 3 copies of COPR to me including the first page that has the picture. Is this normal, if not what should I do?

It is absolutely normal. You have to keep safe the original COPRs as the most important documents.
 
thanks but to confirm, they can process the PR card without the first page that has the photo and my signature?

They have already have your picture and signature through your application forms and supportive documents you have provided.

1. How can you have 3 copies of COPR? I only have two. When I went to Detroit for visa stamp, the lady gave me 2, one with picture on it, the 2nd has no picture;
2. When I landed later, the immigration office took away the COPR with picture and it was sent to somewhere by the officer for my PR Card. I just got my PR Card last week. the 2nd one I keep it and stapled on my passport.

Which case is normal? or both are normal? or neither of them?......................?
 
i am actually confused myself. the COPR had the main page which had the photo and other counterfoils 2-3 i think, any way I have been given back by the immigration officer at the airport the main page with a counter foil attached to it, and another counterfoil separately. If anyone can help pls as I am worried this will affect the processing of the PR cards

It probably will, the officer should have kept copy 1 with the photo. Contact the call centre 1-888-242-2100

Your case is absolutely right. The second copy should be attached to landed immigrant's passport, and the first page is taken by Immigration Officer who sends it for PR Card processing.
