Now we decide to marry then migrate with sposal.

The question is:
Is it important she come to Iran and then we marry? Because we can marry with each other in Iran consulate.

That fact alone, that you are indeed able to marry, precludes you from a conjugal application.

That you are more or less, eloping, and sounds like you won't be living together after you are married, will set off many red flags, so you will have to go the extra mile to convince CIC that your marriage is genuine, and this is not a Marriage of Convenience. Do you have friends and/or family that are aware of your relationship and can attend the marriage ceremony?

I asked this question to reduce the travel cost and avoide of leaveibg her job to come Iran

I don't think it matters where you get married, but from your story, I would not risk a wedding in Iran. If the wife doesn't have the support of her dad for the wedding, that might be risky for her. The important thing is that you can have as many family members/friends as possible to attend your wedding and that you can get an official marriage certificate. When you will apply for spousal sponsorship, write a detailed letter about your situation. For sure, your application will draw the attention of CIC.

1. Note, Canada no longer recognizes proxy marriages. You both have to be at the ceremony.

I was going to ask about being married at the embassy, and saving travel costs, but this explains it.
