What do I need to fill in this form?
I do not want to become sponsor of my family I want to sponsor my conjugal
according to CIC:

A conjugal partner is:

  • a person who is living outside Canada,
  • in a conjugal relationship with the sponsor for at least one year, and
  • could not live with the sponsor as a couple because of reasons beyond their control (e.g. immigration barrier, religious reasons or sexual orientation).
This term applies to both opposite and same-sex couples.

You can sponsor a conjugal partner if:

  • there is a significant degree of attachment between the two of you, implying not just a physical relationship but a mutually interdependent relationship, and
  • you have been in a genuine (real) relationship for at least 12 months where marriage or cohabitation (living together) has not been possible because of barriers such as sexual orientation, religious faith, etc.
if your avatar is representative of your situation (from USA), I don't see any possible way to file a conjugal application. You will have to live with your partner for 12 consecutive months and fill as common law or get married.

Salam,
no, this form is about the person to be sponsored (the principal applicant). So, unless he/she has dependents, you do not need to fill that part.

Family reasons are not suitable on their own to claim conjugal.

Is it impossible for you to get married anywhere in the world?
Is it impossible for you to live together?

You better make sure you have sufficient legal and immigration barriers to getting married or becoming common-law, or a conjugal app will almost certainly end in a rejection.

Yes, if you can get married in another country you must do so and apply as married couple instead of conjugal.

Could you please tell us the best and fast way in our case?
I have PR and Iranian and this is not more than 2 month I am here.
My partner is Iranian and it is really hard for Iraninan to marry in other countries.
Could he get visitor visa and marry with me or study visa then marry and change the visa type?
What is best way in our case.
Thank you.

He could apply for a study visa, but he has to be accepted by an institution in Canada. Then unless he comes for a PhD, the tuition fees will be very expensive. As a PhD he can get exemptions and pay as a Canadian.

Visitor visa would probably be the way. However you know he will have to go to Ankara or Dubai for biometrics, so it also mean some extra expenses. You will need to write an invitation letter for his visa application. He should have sufficient ties to Iran to satisfy CIC that he intends to leave at the end of his visit in Canada. That will be the difficult part. If he has a job, that's definitely a plus. If he has a lease or a property that is a very good tie to Iran. At this point, I would not mention that you want to invite him to marry him, because even if dual intent is allowed, I think it can make it more difficult for him to get the visitor visa.

If his visitor visa gets approved. Once he is here, you get married. If possible, have some family members (those that would support the relation) attend the wedding. Have as many friends and relatives as possible. With the wedding certificate in hands, you can apply for inland sponsorship with an open work permit for him. Doing that, he will be allowed to stay here legally even after his visitor visa will expire. You'll certainly need to write a detailed letter of why you did not marry in Iran, why you did not cohabited for long period of time, that your parents do not approve your relationship,...

If his visa is refused. You may try filling a conjugal sponsorship, but this will be a very difficult route. However, from your story, you might qualify. It's definitely true that it is not easy for Iranians to get visa to travel and that you currently cannot live together.

Best of luck with the whole process.

Thank you for reply.

Now we decide to marry then migrate with sposal.

The question is:
Is it important she come to Iran and then we marry? Because we can marry with each other in Iran consulate.
