CIC won't accept that as an excuse. We have tons of Canadians here who have successfully married their partners in the Philippines. So it's definitely doable and not an immigration barrier.
An 18 day visa is enough time to get married with a 12 day waiting period for the marriage license. The travel time is irrelevant since the time you spend traveling doesn't take up any part of the 18 day visa.
As others have said, you don't meet the basic requirements for conjugal. You need to focus on getting married if you want to be sponsored.
