No offence to you I wish you luck in your application process. I think lower scores will favour outlanders because in today's world lots of us have bachelor's degree and does have good skills of English we just need a bit fine tuning on it. And if you have good education good English skills then you will also be working on a respectable position which will make you eligible to immigrate to Canada so lots of outlanders will be happy with this new wave of score drop.
Did I say "450 will NEVER be broken"? I just gave my personal opinions based on the current facts and stat and the given moment. When the ITA were increasing each draws, I did said the 450 will be broken, even 440. I lol'd at your previous comment because it didn't make any logical sense on how a government should function. The two issues are not relevant.
Lower will benefit everyone, not just outland applicants. However, if you pay attention to the late changes and discussions, you can see IRCC is switching their focus to inland applicants, or CEC to be more specific. As two applicants with the same level of degree, the one with Canadian degree will have more points than his counterpart. In addition, I've said so many times, it makes more sense to accept an inland applicant who already has a job here in Canada than to receive an outlander who might or might not get a job because he/she doesn't have any Canadian work exp.
By focusing more on CEC, Canada won't have as many Master's or PhD holders driving cabs and flipping burgers anymore.
