Confused what to do with the Express Entry Permanent residence application

Do I leave the PR application on the Express Entry profile blank and just go ahead and apply on the PR portal? Do I fill both?

I have to apply through Provincial Nominee Class, and it says on the document checklist that the application has to be under Non-Express Entry Provincial Nominee Program.

You apply through the provincial process on the PNP website, not through Express Entry. Which PNP program have you been selected under?

It was under the Human Capital Priorities stream. So do I leave the PR application in the Express Entry profile blank and unsubmitted?

Edit: Also just wanted to add that the Nomination document came with a link regarding instructions, and a document checklist (IMM 0199) where it said the application has to be under Non-Express Entry Provincial Nominee Program, but it was not on the PNP website
