The following addresses in different forms should be Canada address or Home country address?

FORM FIELD
B4 Import's address
E677 Cross Border Currency Report Permanent address of person
E311 Declaration Card Home address

Based on my understandings, all of them should be the home country address. Highly appreciate your input if anyone can help on this.
 
Assuming you are either a returning Canadian resident or settler, you shall write your Canadian address in all forms.

What about people who is first time to land Canada? Should they be considered as settler? If so, they usually have no Canadian address.
