I'm applying for my american wife to get Canadian (Quebec) Permanent Residence.

I keep seeing people saying that they first send the application to sponsor (IMM 1344 and 5540), and then after they receive a Notice of Approval then they send in the IMM 0008 with the police certificate and medical exam.

But when I look in the guides (like the guide 3900) then they say that I need to submit everything at once. It is the same if I look in the Document Checklist form IMM 5491. It says that I have to include everything at once.

Could anyone please help me and tell me how this works exactly?
I would like to send in the sponsor approval forms first, but I'm not sure if I need to send any of her identification like passport, birth certificate, etc.

She just recently applied for her passport, and it won't get here for 3 weeks, she got her medical exam, and she just submitted the fbi police certificate, so it would be very good if I could figure out a way to get the sponsorship approval so I can send in the CSQ after. The reason is because if I can get her CSQ and the acknowledgement from CIC that she is being evaluated for Permanent Residence then she is eligible to come and study at Quebec universities at Quebec university rates.
 
If you are a PR or a citizen sponsoring your spouse, then you must send the entire application together. Failure to do so may result in the whole thing being returned.

Gather all the forms, for the sponsor and the applicant, and send them all to Mississauga.
 
Agreed but I think you can get away with not including the FBI report. Include proof that you have made the request and that the wait time is 15 weeks. I waited for my FBI report and regret it - I think I would have COPR by now had I applied and sent in the FBI report later. to get a CSQ you need Spousal Approval so try to minimize the chances of Mississagua sending back your file for being incomplete. Not having a passport would concern me - personally I'd wait. SA takes about 2 months and the CSQ takes about 3 weeks (at least for me).
