Get them and go apply for a SIN. It's independent of everything else and will solve your problem of the work permit. There is no downside - worst case, you get denied and continue to wait as you already are.

Yes, I will try to get it as soon as possible and then apply for a resident SIN. By the way, should I confirm my status as PR from CIC again or should I apply for a verification of status document ??....just to confirm my PR status ?
Also within 6 months (180 days) of getting a degree, can we apply for a PGWP again if we are refused for a particular reason or is it that we can apply for only one time and not again irrespective of the outcome??
No real need to get the VoS if you already have the CoPR and old PR card. The VoS application needs a bunch of documentation. Your PR status has already been confirmed (on the phone, but still), and getting a SIN will reinforce that.
AFAIK you can apply for a PGWP multiple times if you are eligible (within the six months). However, if the reason for denial is "You're already a PR", then I don't think you can reapply since they'll just deny it again since you don't need it. I can't think of any legal way in which IRCC can give a work permit to someone who is already a PR. It's like giving a tourist visa to a PR.. they can't do it.
I wish you luck. IRCC is probably trying to find out what to do about the fact you were issued a study permit in the first place, and then looking at your PGWP.

Think IRCC is trying to find out how this big error was allowed to occur and they hadn’t missed the fact that your parents hadn’t renounced their PR at a certain point. Think you are stuck paying international fees although you can probably sue. You applied as an international student and had a permit so they charged you as an application nternational student.
I understand its an error from their end but the uncertainty is around how they would correct it. My parents only renounced their PR status 2 weeks back when they were informed about their status and the requirement they have to fulfil if they have to get a visitor Visa to Canada.
I believe right now its not the time to think about the international fee (at least for me) but rather how would they respond to my PGWP application and my PR status if I apply for a PR card renewal in a few months.
What do you make of my situation ? or how much do you agree with the views of @21Goose and @k.h.p. ?
Doesn’t hurt to apply for PGWP. Would also get your parents to send you your PR card. They should keep a copy. Assume you didn’t get a SIN when you landed many years ago. Not a lawyer and this is a highly unusual situation.
Yeah pretty unusual situation. I'll get my PR card soon. By the way, what do you mean by assuming I didn't get a SIN when I came to Canada many years ago ?
I had a SIN back then as well along with PR and health cards. But that SIN was probably expired and I was given a different SIN when I came to Canada as an International student.
SIN doesn’t expire it is just put on hold and you can reactivate it. You never qualified for a health card even if you got one because there are residency requirements to access healthcare.

It's even easier now.
1. Check to see if the SIN is active - https://www.payroll.ca/Resources/Tools/SIN-Verification-Tool
2. If it is, then you're all set. Just use this SIN to get your job.
3. If it's dormant, then go to Service Canada and say that you want to reactivate your dormant SIN. They will give you a form, fill that out and you're done.

Yes I had a SIN earlier as well , I didn't mention it because here the concern is my PR status and immigration problem and I cared less about my SIN. When I came to Canada this time, I showed my documents to service Canada and they detected that I had a SIN earlier as well and I asked if they will give me the same number but they gave me a new SIN and said nothing about the earlier SIN.
When I first came to Canada, I had all the legal documents or had them within 3 months or arriving here i.e. PR card, health card and SIN card (at that time it was given on a card)
I am going to try and see if my dormant SIN can be reactivated if they are not expired anymore.

@canuck78 Well, I don't know what you mean by not qualifying for health card because 13 years back my entire family had PR card as well Health card and My parents had even taken me to general medical practitioners in Greater Toronto Area a couple of times and used the health card. My brother was too young and he was also administered vaccinations using the health card.
So I don't know about a qualifying criteria for accessing health care that you are taking about which may exist now...............
There are residency requirements to use the healthcare system that many new immigrants and Canadians are unaware of. Even if you have a valid health card you could be asked to repay the government if you don’t meet the residency requirements. Can’t remember your whole story or how long you were in Canada during your first trip but if new immigrants aren’t planning on staying or don’t end up staying over 6 months (or more depending on province) they aren’t entitled to coverage. You can only spend so much time out of Canada or your coverage is no longer valid and could not have been valid in Canada. If you spend too much time out of Canada you have to may have to wait up to 3 months to get your coverage again. Your health card is only valid if you have met the residency requirements even if your health card has not expired. These residency requirements aren’t new.
