I totally agree with the changes they made to the FSWP and the IELTS marks required to be considered. It didn't make any sense having a PhD title if you don't speak good English. At least in Toronto it's pretty hard to get a good job without speaking good English - I have seen many friends struggle with that.
It might not be fair but it is Legal. Keep that in mind before deciding which route to use.

Good. Because you will have to have very good reasons WHY would you like TO START your education in CANADA (and not in home country)in a field you do not have much proof you worked (working with catering for almost 2 years now, but on an informal basis).

This assumption is incorrect.
First, they do not provide OCWP for "getting your spouses into Canada". Most students are single.
Second, working 20 allowed hours a week- student could earn ap. $200 a week- not much for supporting another adult (considering that you will have to rent a separate apartment not just a room as a single student). And it is very difficult to study in Canada because of course flow , projects, a lot of reading, group work etc. So to work all allowed 20 hours a week on top of studying is very dangerous in terms of good studying, good marks and so on.

Again, incorrect assumption.
For example, to come to study to Canada with a spouse a student MUST show enough money to support her/himself AND a spouse(+ tuition fees). You will not get a study permit if you say to VO: " yea.. I have some money, not enough but give my spouse OWP and he will work and support me and will pay for my studies." ;D

The same about OCWP. It has nothing to do with bringing spouses along or earning money to pay tuition fees. CIC gives it because they want students get some Canadian experience, make SOME extra cash (but not to earn money to survive ;D )
