I strongly suggest that you tell them everything. List the previous refusal on the form and tell them your whole story on an extra page that you include with the application.
Quebec has it's own ministry to select and approve students. CIC only checks security issues with Quebec students usually. They probably told CIC not to delay their students.

I think only Quebec students are getting faster processing time since we already have Quebec approval letter before applying for extension.
Me and aa105942 are both studying in Quebec so that makes sense I gues why we got it quick.
To be clear I dont think you being a U.S citizen matters in this context since CBSA does not handle amendments / study permit extensions etc for any citizenship. UBC is right that you can get an initial study permit at the border as a U.S citizen but nothing after that.

I logged in today and saw "Your action is required" but when I clicked on my application it shows nothing and now the Your action is required line is gone as well.
They just updated processing times. Last week they were on April 10 applications And this week, Still on April 10. One week passed and they didnt move a single day.
This is ridiculous.
It's going to take you a month, probably longer given how slow current processing is. My friend did it with urgent processing in May and got it in one month, the time is much slower now though.
