Complicated question re spousal sponsorship and csq

Advice needed!Please!
So here is our situation
I am Canadian
Husband is UK
married 8 years
We have a child together
We have been living back in Canada for over a year.
Husband has work visa for Alberta
However we were living in Montreal, because we loved the city.
His job stopped providing travel allowance to other provinces, so we were forced to move to Alberta last November

We then put in an application for PR spousal sponsorship outland in December for my husband. It was a very straightforward app because he is already living and working in Canada.

I was approved as sponsor in Feb. His application says it has been received and meds received on the online system.

NOW>>>

We hate Alberta, I mean , we really hate it, and we miss Montreal. All our friends are there.
We have decided to move back in May. Husband is with a new company now and they will pay travel. YAY!

However,
We dont have a CSQ for him! We never applied for one because we didnt think we were going to be able to move back.

soooo..... questions:

Do we move back in May, and apply for csq once we get there, while the pr application is in progress? basically adding it after the fact, is there any possibility they can deny the csq?

should we just keep a mailing address here in Alberta and not update anything until his pr comes thru? and then move officially as pr without csq? could his application possibly get done for May??

also how much is csq for spousal sponsorship?

Hi, I thought I'd respond to your post. I might be able to give you a little advice...at least I'll try.
I've just landed as a permanent resident and we live in Quebec...Montreal, actually..( by the way..i share your love for the city. ;)

My husband is Canadian, I'm American.

I would suggest you apply for the CSQ as soon as possible if you plan to live in Quebec. It sounds like you guys are still pretty early in the process so it seems like the timing might be pretty good. Putting if off until later will likely cause a big delay in your application. The application for the CSQ costs $255. if I remember correctly.

And..also, I believe...although, I am not an expert..since you guys are family class sponsorship, and you are a Canadian citizen, I don't think there is really much of a chance that they will reject his application. When he fills out the app, ( that was really pretty short and easy by the way, compared to the others) he will have to say that he will do what he can to learn French etc..etc.. ..you know..just go with it. Besides..learning French wouldn't be so bad. :) --- or maybe he already speaks French. :)

Life in Québec will be easier with a CSQ, anyhow. I know they've asked me for mine for a couple of things. Carte de soleil, and I think driver's license.

Fee was $266, but it's gone up a few bucks since we had to pay. Maybe $269 now?

Thank you for your responses! Will it be easier to wait until we arrive in May with a Montreal address to apply, or should we start now? will they question why we want to live there if we are living here in Alberta?

I'm not sure if you can get a CSQ without a Québec address. You may have to change your address with CIC and request that they send you a letter
so that you can request the CSQ from MICC. We received the following letter about 3 months after we submitted our application:

This confirms that your application to Sponsor a Member of the Family Class has been received
by Citizenship and Immigration Canada (CIC) on 10/23/2012 on behalf of the following
member(s):

Quebecokie

Since you live in the province of Québec, you must submit an undertaking application to the
Québec government as soon as possible. To find out what steps you need to take, visit the
website of the Ministère de l’Immigration et des Communautés culturelles (MICC) at
www.immigration-quebec.gouv.qc.ca and go to the section Sponsors and Sponsored Persons to
download the required forms. For more information, you may contact the Service des
renseignements généraux (general inquiries) at 514 864-9191 or 1 877 864-9191. Please note
that you must enclose a copy of this letter with your undertaking application. Please note that
no further action will be taken your application until such time as our office has received a
decision with respect to your sponsorship and undertaking from the Ministère de l'immigration et
des communautés culturelles.

Please provide for client XXXXXXXX - Quebecokie:

> CSQ: Certificat de sélection du Québec from the ministère de l'Immigration et
des Communautés culturelles. This must be received at this office by: 04/28/2013.
According to MICC (http://www.immigration-quebec.gouv.qc.ca/en/forms/search-title/undertaking-application/kit-a.html):

ATTENTION
You must enclose a copy of the letter you received from Citizenship and Immigration Canada confirming that your sponsorship application is admissible, otherwise your undertaking application will be returned to you.
Not really sure what "sponsorship application is admissible" means. I guess it just means "received"? Because I know it doesn't mean approved. We didn't get AIP/sponsor approval until August, and that letter was sent in January. But all of this does imply you need to include a letter from CIC when you send your undertaking to MICC to request the CSQ. If you've already received AIP, your sponsorship approval letter might work, as "approved" is probably stronger than "admissible," but you'll probably need to call MICC at some point for more info.

I think we will make the move in May, and if his pr hasnt come through by then, we will update our address with immigration and apply for the CSQ from Montreal. Otherwise if PR comes thu in before then, I guess we will see if they demand CSQ for healthcare before we apply, as that will be the only thing that would matter for CSQ I think.
Im pretty sure PR are allowed to live anywhere in Canada...

PRs are definitely allowed to move freely within Canada. Not sure if Québec tries to hassle any PRs who landed elsewhere and moved here sometime after? You know they LOVE doing things their own way, haha.
