Completion of degree before convocation

Dear Altruist,

I have recently completed my masters from Memorial University, Canada. I have got the letter from the university that I have fulfilled the requirements to obtain the degree on January 4th. However, I will get the convocation on end of May, 2018. I have two questions.

1. Can I open express entry profile now ( I have CRS point 450+)? Or I need to wait till convocation?
2. Currently, I am in Bangladesh. Can I do the upfront medical test from here before getting EIT?

I'm hoping this could be answered soon. I've been asking around with no confirmation yet.
