I am on a H1 and just got my I-140 approved. I am planning to actively look for a job in Toronto from mid of Jan. My wife has a H1 herself. I am planning to switch to a H4 status and will be commuting from Canada to USA during the weekends. We are planning to move the family only by mid of Apr 2017. is there are problem doing this. (I am about to quit my job in the USA and my H1 visa expired .. although I have the extension done untiil 2019).

Any thoughts .. is it legal to commute to the US on a H4 on a weekly basis from Canada ?
 
You don't say what your status is in Canada. I'm going to assume you are either a PR or a citizen of Canada. If that's the case, there's no problem doing what you are proposing on the Canadian side. As for the US side, you'd probably be better off asking on a US immigration forum.

Thanks. Yes, I have a PR. My question was more on commuting back to the US from Canada. Will probably seek an attorney's advise then.

I don't see any problem with that provided you have valid H4. In any case always carry your H4 approval notice (if you have one) along with a copy of your wife's I797, LCA and a copy of her latest pay-slip handy during the travel.
 
If you don't need the work status any more, why not just switch to B1/B2 visa ? I don't see any issue using B1/B2 traveling between borders.
