Hello
I'm a female, 24 years old. I am a Syrian citizen, and I live in Syria.
I want to immigrate to Canada under the category "skilled workers and professionals".
I have a common-law partner who wants to accompany me to Canada.
We have to fill a specific form called "STATUTORY DECLARATION OF COMMON-LAW UNION".
However, at the end of this form it is required that a Commissioner of Oaths signs the form.
Who is the Commissioner of Oaths in Syria?
or
If that doesn't apply to Syria, who is supposed to sign the "STATUTORY DECLARATION OF COMMON-LAW UNION" instead of Commissioner of Oaths?

Can you please help me in answering that question?

A commissioner of oaths is someone who is authorized to attest to your signatures. This may be a justice of the peace or a notary in your jurisdiction. If you are unsure, I would suggest asking an attorney there.

Actually, in my country there's no such a thing as common-law union.
So, I'm having difficulty finiding someone who can sign that form for me, especially that it's written in English.

The function of a commissioner of oaths or notary or justice of the peace is to attest to the authenticity of your signatures. This does not require any knowledge of the meaning of the document you are signing.

Here's a good definition of the commissioner of oaths (from the service Ontario website):

A Commissioner of Oaths is a person authorized to take your oath or solemn affirmation when you sign an affidavit or a statutory declaration. A Commissioner does not certify that the statements being made in the affidavit or statutory declaration are true, but only certifies that an oath or solemn affirmation has been administered properly.

This type of service is usually offered by attorneys or by someone known to attorneys. It's also something that can usually be done at the Embassy, Consulate or High Commission, but unfortunately the Canadian embassy in Damascus has been closed.

Otherwise, all I can do is suggest that you send it without an affidavit and explain the circumstances to CIC. The VO may choose not to accept it, in which case you would need to travel to a location with sufficient infrastructure and services to provide attestation services. For example, this could be done in Amman at the Canadian Embassy there.
