1) No

2) There is income requirement for Permanent Residence sponsorship for a spouse, but there is no way for a Canadian to sponsor his wife (common-law or married) for an open work permit.

If he you apply for permanent residence sponsorship via family: common-law class (which will be easy for you since you have a child together), then once it's approved you can get a SIN card which will allow you to work anywhere you want in Canada, and you won't need a work permit anymore.

I should've mentioned if you pick Inland for the spouse PR, you can ask for the OWP. They grant it after Stage 1 approval, about 6-7 months if you mail it all together and pay the fees together.

Depending on your Visa Office in your country, it may or may not be faster.

If you file Inland, it's not recommended. If you're refused entry into Canada for any reason, your application is considered abandoned.

For Outland, you can travel. You aren't guaranteed re-entry into Canada, but denial won't effect your application.
