Yes, I am aware of the 1-year count.
Yup, we are/will be (until we complete the 1-year requirement) living in one place.
We are aiming to get a tourist visa to the United States to get married. Elsewhere, our only concern is safety as we will be tourists who know nobody. When I did my research I find that South Africa is also one place where we can get married. It seems that Argentina is also a place where foreigners can get married... but we don't have ties to those countries. In North America, I am more knowledgeable in getting around...
 
Be aware that CIC does not recognise 'gay marriage' from all countries.
