Common Law - Commissioner of Oath???

Hi, I am applying for the Study Permit along with my common law partner for OWP. We have to fill out the form IMM5409E, and at the end there should be a signature of the Commissioner of Oath.
I don't know who that person is, because there isn't one in my country. I assume it's someone like a notary public, but in my country he is unauthorized to sign such forms.
Should I just leave this field blank?

I am not sure but i think its judicial person, like in marriage register office ,have you heard court marriage ? if yes then find the person .
