I have sent the following email to canadian minister today.
To,

The Honourable Jason Kenney, P.C., M.P,
Citizenship and Immigration Canada,
Ottawa, Ontario,
K1A 1L1.
Dear Sir,

I am from Pakistan. Many students have applied here for study permits to CIC ISLAMABAD based on colleges admissions.
We are all very desperate as CIC,Islamabad is only issuing study permits to only those students who have got admissions in universities.
While those who have applied on the basis on colleges are waiting for any response from CIC since December,2011.
This is very frustrating.
We have seen many university applicants whose have been called for medical tests in just within 20 days. But colleges students are waiting for ages.
Why is it so?

If CIC doesnt want to listen to colleges students then why they haven't written on their website they would not to issue visas to those pakistani
students who have secured admissions in colleges?

Please check the following links and compare the colleges visa applicants to university visa applicants.

I would be very grateful to you if you contact the Canadian Embassy in Islamabad and discuss this problem with them and find out a solution for this issue.
I hope you will do something on this very important issue.
Regards,
Amir Hayat,
Pakistan

Man on this time we have got prayers to do and efforts to accomplish our goals. I think every one should send this email to minister@cic.gc.ca
This is the least we can do. Allah us qom kee haalat us waqt tak nahee badalta jub tak hm khud koshish na karain.
This minister is good and im hopeful he will do something for us.
Another senior member exodus had sent emails to diffrent ministers and then the result was they stepped up the process of university applicants. at that time they weren't even responding to university applicants.
Now the time is to request them issues regarding college applicants

the best they would do for college students is to response on time....but would u think it will be a medical call?? you have seen their behaviour over the college students, the more you will put pressure on the more they'll get aggressive....i'd say its much better to withdraw the case and re-apply with an admission in university...

I think hum sab ko mil kar Canadian embassy jana chahaiy......
