I already have an closed work permit with company A. Now i got a offer for part time which is just 9hrs per week. Do i need a open work permit. If yes what is the procedure to get one. When i check the cic site it just stays extend your stay or change of conditions to new employer only. Is there a seperate category for part time. Or else i cant work part time ? please help me.

Open work permits are only granted in very specific circumstances. Based on the information you have provided - you don't qualify for an open work permit.
I think it's extremely unlikely that a closed work permit will be approved for a job that is only 9 hours per week. But if you want to give it a try, your new employer has to obtain a new LMO as the first step.

If you want to work part time in addition to the job you have now, then you need a second closed work permit. To get the second closed work permit your second employer must obtain a new LMO. You cannot work part time for a different employer using the work permit you have now. If you do this, you will be working illegally.
