Let's say someone gets the following scores:
listening 5.0 = CLB 5
writing 4.0 = CLB 4
reading 5.5 = CLB 6 (there is no 5.5 for reading, so you round down to 5.0 which corresponds to CLB 6)
speaking 5.0 = CLB 5

•If you have qualifying Canadian work experience at Skill Level B of NOC, your test results must match the CLB/NCLC below(see chart):
(a) ◦5 or higher for each of those abilities, or
(b) ◦4 for any one of those abilities, 5 or higher for any other two of those abilities and 6 or higher for the remaining ability.
As you can see, those scores correspond to CLB 4, 5, 5, 6. It does not meet criteria (a) because one CLB is less than 5 but meets criteria (b) - CLB 4, 5, 5, 6. Hope this helps.
