And whats the difference between BC Federal express entry and BC PNP? Aren't they the same. Just wanted to know, as I am starter on these. Would appreciate if you can post any link to go through explaining all.

16 months?! I think they BC has designed it's PNP in a way that nobody outside Canada (or even BC for that matter) can even think of it. Even if someone from out land gets an offer by virtue of luck or niche skills, no employer would wait that long (the whole x months of PNP processing time) for joining. Only people with work permit will be able to apply for BC PNP with a job offer and continue to work on it during the entire processing time.

By 16 months I mean from docs submitted for PR until PR is finalized.

I don't get your point? for EE PR, it usually takes maximum 6 months. Where did you get the 16 months number? and federal PR has nothing to do with the original question about BC PNP.

My question is If I start to work for an employer in BC from 1st week for Jan (my PGWP expiry is end of Jan) so when can I apply for BC PNP or any other stream in BC and will everything be under EE or any other route, I know EE takes upto 6-8 months and Federal takes upto 16.

I don't think you are making any sense in your above statements.

Please give yourself some time to read through things (websites/brochures etc...) related to various immigration programs/provinces and their PNP streams etc...and How EE Vs various PNPs are related...i'm sure you'll be able to ask the right questions to clarify.

By "federal" did you mean the paper-based route? because Express Entry is managed by the federal government.

There are two streams under BC PNP, one for EE and one for paper-based. Read the link that I posted in page 1.
