Clarifications on British Columbia Express Entry

hi Friends,

I am from India and will be applying for Canada Express entry program for British Columbia or Ontario (I am yet to decide on that).
Since I am not taking any immigration consultant help, I need advice from experts in this forum. Would highly appreciate the responses.

1. I read in some posts that for British Columbia express entry, applicant "Must have accepted a full-time, indeterminate job offer from a B.C. employer under NOC skill level 0, A or B". So does that means that unless you have a prior job offer, you cannot apply for British Columbia? I donot hold any offer from any Canadian company, nor have studied or prior work exp. in Canada.
2. What are the key differences (if there are any) between British Columbia Express entry program compared to Ontario district program? I looked at their site but couldnot find any considerable difference for an applicant like me (10 years experience in software industry).
3. Which is a better district to apply for express entry - Ontario or British Colmbia, considering my profile (10 years exp in software industry with no experience/education in Canada)? I donot have any offers from any Canadian company .
4. What are my chances for getting picked up with express entry calculator score of 470?

A: For an applicant like you, you need Job Offer for BC, ON sends out PT notification based on your EE CRS.

I donot have any offers from any Canadian company . A: If your CRS is >400 ON would be more appropriate. But you can try other provinces too.
4. What are my chances for getting picked up with express entry calculator score of 470? A: It's a decently competitive score to get an ITA in near future.

I just used Canada express entry eligibility calculator for BC, and it showed I can apply. Am I missing something here??
also, can I submit my application for multiple provinces at same time?

Which calculator? did you select the option indicate that you have a job offer in BC?

Like CanadaWeCome's answer, without a job offer in BC, you cannot apply for its PNP.

I have query: if one has a job offer in BC NOT through LMIA, just simple job offer, then what? will that be any good?

Yup, just a job offer, no need for valid job offer.

OK, so help me out man, I am in ON, a job offer can be arranged in BC, where should I start? I have just a month left for permit expiry.

Go to the welcomebc site and download the Program Guide document, decide which stream is suitable for you and follow the guide.

However, with only one month left on your wp, I doubt you can do anything meaningful.

Thanks, quick one - do you know if employer has to do anything like job posting or any other, or just simple job offer will suffice?

The job offer needs to be advertised for at least 14 days. You will be asked to provide proof if needed.

Is this specifically for BC? I think not.

This is for general eligibility to immigrate to Canada.

But I select BC in the dropdown. So at what point you find out whether you are eligible to apply for a province or not?

That link is for Federal Express Entry, not BC PNP. Remember BC PNP will send agents to your work site to double check if you are actually work in the position and the job offer is bona fide.

The link for 'Eligibility to Immigrate to Canada' on CIC website doesn't have enough intelligence built in to differentiate and segregate various province wise different PNP streams/programs.
