Clarification of page 7 of the Sponsorship Guide-Can.Cit. not residing in Canada

Page of the guide states: Sponsors not residing in Canada must provide evidence that they will reside exclusively outside of Canada on the date of giving the undertaking and will reside in Canada at the time their sponsored spouse, common-law partner, conjugal partner and/or children become permanent residents of Canada. Evidence that they will reside in Canada may include one or more of the following: letter from an employer, letter of acceptance to a Canadian educational institution; proof of having rented/bought a dwelling in Canada; reasonable plans for re-establishing in Canada or severing ties to the other country.
Is it true that 'evidence may include one or more....'? Could someone have for example a letter saying they were accepted to do a Master's degree at a Canadian University, an invitation letter to stay with their family with their sponsored spouse and they had money saved $ in the bank but NOT a letter from an employer?

Is there any access to privacy acts whereby I could check what percent of people have been granted right to sponsor according to the type of evidence they presented? Or do I have to get a lawyer to answer that? I'm not paying the 500$fee for minimal chances.
