Why 20 pages were withheld from GCMS notes pursuant to section 16 (1) (c) ? Is that normal?
I don't think I saw this in my GCMS notes as I've never received a FP request and Criminality clearance came out with "No Reportable Trace".

This is what it says for 16(1)(c).

16 (1) The head of a government institution may refuse to disclose any record requested under this Part that contains
  • (c) information the disclosure of which could reasonably be expected to be injurious to the enforcement of any law of Canada or a province or the conduct of lawful investigations, including, without restricting the generality of the foregoing, any such information
    • (i) relating to the existence or nature of a particular investigation,
    • (ii) that would reveal the identity of a confidential source of information, or
    • (iii) that was obtained or prepared in the course of an investigation; or
They are likely looking into your background a bit more I think. Just asking to understand your situation further, did you have any problems with the law before (inside or outside Canada / at any time during your life). This might simply be a false alarm on their end but we don't know what's going on because everything is redacted.

Yup. Like I said, if they are doing a thorough background check with additional scrutiny, there is bound to be a lot of information that is classified. This doesn't mean you've done bad things but something in your application might have raised some flags in the criminality / security review and they might be doing additional checks to rule the issues out.

I understand this is frustrating and also given that you are a 2016 applicant, I can't even begin to understand how annoyed you must be. But there is nothing much we could do I guess, other than waiting. I am sorry you are in this position. I wish you the best for this circus to be over and get your citizenship soon.

Did you had any police record here or internationally? If no then consult a lawyer since its been 5 years.

Well, that's something only a court can enforce (Mandamus). Nobody else can force IRCC to make a decision, unfortunately.

Were you part of refugee before PR? if so then it might be the delay to get citizenship as it wont be quick.

Why the August 2020 has not been changed to "Completed"? Was it because of Covid-19 pandemic?

Is the new fingerprint a new start over? Could the new fingerprint expires without the status change to "completed" like what had happened before?

Your case is might be a little more complex because the BG checks should have gone to "Completed" after the last time you submitted your fingerprints if only your criminality was pending but as per the timeline you've posted, looks like yout BG never went to "Completed" after March 2020. Looks like your application is stuck in "Security Checks" - CSIS is probably taking a deeper look into your file.

If you look at your GCMS notes, I guess you would see that "Criminality" was set to "Completed" sometime after the August 2020 FP submission.

Even if you get a clear criminality clearance and security checks are still in progress, the "Background Checks" component will NOT be set to "Completed".

Criminality clearances are valid only for 1 year. If you were required to provide fingerprints previously for criminality clearance and that clearance expired, you'll most likely have to provide fingerprints again. That is the reason why you are scheduled for FP again because the criminality clearance issued last year is expiring in August (in about 8 days) and they won't be able to complete your application before that. So, they are requesting FP again to initiate a new clearance for you from RCMP.

Well, I have a question for you though and you don't have to answer if you don't want to. I see that you've been asked fingerprints 2 times already, once in Feb 2017 and once again in March 2020 and both times, you've waited until you received a final notice (for several months) before submitting the fingerprints? Why?

Feb 2017 I was abroad. I returned in May 2017. After checking the mail, I found the fingerprint request. The next day, I made the fingerprint. Regarding March 2020 fingerprint, there was breakdown and no flights to return to Canada till July 2020.
