Citizenship Proof (English or French)

Is it sufficient to have a university degree and a letter from the university confirming that the courses were conducted in English for Canadian citizenship, or do I still need to take the IELTS?

If the university degree was "obviously" in French or English (say from a Canadian, French or British university) you don't need anything else. If it's from another country, it should be enough of you also have a document from the university saying that that it was conducted in one of the official languages.
You'd only need a language test if you can't prove the degree was obtained in English or French.
