and now because of this 1 of hundreds of thousands of cases like this, people who are legitimately desiring to enter the country cannot...oh how sad for those who are legitimate... *cough* my wife *cough*

What were they thinking even appealing a case of this nature when they were caught red handed? This raises troubling questions though:
1. how did the gov't not pick this up before granting citizenship?
2. What exactly was done for background checks? I'm thinking a check of any flight manifests within that 4 year period will have shown the last time they left or entered Canada.
3. At the interview/test day - what explanation was given for the stamps in the passport?

theres a simple solution that the government refused to do for MANY MANY YEARS!
EXIT CONTROL! if they stamp passport on everyone who is leaving the country then u dont need each applicant to submit tons documents to support their claim that they have lived in this country.
the Government creates the loophole themself

EVEN I THOUGHT OF THAT AND ITS A GREAT IDEA... I mean when you are leaving, they take a quick look at the passport anyway. Why not take a second to stamp the EXIT date on it... and there will be no need for all the documents & delays. The problem is solved, simple subtract all stamps of the IN-OUT dates and get the exact number of days outside the country!

LOL... Looks like they are afraid they will run out of BLUE ink ! LOL :)

This is an interesting article -- it's an example of egregious fraud, but it also suggests that the government wants to prevent people from contesting these cases in court. In this case, it's warranted; but I can imagine situations in which there should be a court challenge, and the threat of a bill of this magnitude might discourage that.

I'm disappointed criminal charges weren't laid. A few years in jail would have hopefully taught these people a lesson, and would have served as a great example to the other potential fraudsters out there. Anyway, according to the article, there are still plenty of other cases under investigation and hopefully the government cracks down even harder on those.

Their second daughter did her undergrad studies at mcmaster (bachelors in chemical engineering) and she has been working in the emirates ever since her graduation. Obviously and of course she took out a huge student loan for her studies, and what pisses me off now is she won't pay the loan back. Idiot. Consciously dishonest people really disgust me and I do not respect them anymore. I really hope they self-combust and rot in hell.

That is why we have a lot of changes to the whole process. This kind of fraud is common among certain people. Infact, the need to be banned from Canada for life and also report the fraud to interpol.

Exit control exists but not obvious. The airline scans the passport into the CBA system.

If canada want PR to qualify for citizenship as per rules, it should have exit controls so that they can accurately verify your actual days in Canada.

So instead of depending on the honour system of applicants telling the truth on their absences, have verifiable data to backup on. When there is an honour system in play, people will take advantage of it like in the case in the OP's post. Exit controls eliminate the need for RQ forms and those who wants to be dishonest.

Are you sure about that? I know US forces airlines to share the flight manifest to US border control. But does CBSA actually force airlines to do the same? I may be wrong but I don't think they do.

Why did CBSA have to go to UAE to get the information. If CBSA gets the flight manifest on every airline, they wouldn't need to go to UEA to get it.

Flight manifests have inherent deficiencies and the degree authenticity will vary from Airline to Airline. Can't see how the border services and government agencies would use third party data to validate immigration and security elements.

The government should have done more, and the offenders r paying their prize, losing citizenship. win win
