Citizenship for Sponsored Parent

I sponsored my mom and she got PR on 15-Oct-2016. As she stayed here as a visitor (Supervisa) prior to becoming a PR, she has just become eligible to apply for citizenship.

Now since she did not have any sort of income nor had any benefits from Canada, I never filed her taxes. However, she has a SIN (never used) from the time of PR. Now, no. 12 of the application has become a concern for me.

Is it okay to apply by stating that she did not have to file taxes from 2016-18? Or, should I file all her previous taxes this year and then apply?

1. No need to file taxes, if she had no taxable income. I assume she doesn't have more than $100K in assets overseas, if she does, then she should have filed a tax return.

But also by not filing her income taxes she could be missing out on benefits she is entitled too. Even if she has nil income

Good point, but she is below 65. Never thought she would be eligible for any kind of benefits yet. CCTB/UCCB, Provincial tax program don't apply to her.
