Hi,
I have a question regarding the calculation. I came to Canada on an Open Work Permit in 2017 and I had to renew my Work Permit twice before becoming a Permanent Resident in July 2021. It took around 2 months for the first renewal and 5 months for the second renewal. Both times when I applied my work permit was valid but the second time it was expired before IRCC came to any decision as it was the time of COVID-19 and there was a huge back log and the decisions were made late, so my question is the gap of 2 months and 5 months will be counted towards my citizenship or not?

As long as you applied while it was valid, you were under implied status.
