No one knows for sure but lets make a joke! Have you ever seen a lottery basket where many people put their numbers and when the draw begins a person close his eyes and pick a number one by one and says " The first winner is ..... " I think IRCC is might using this Technic.

looks true but not true I guess. There is pattern if you watched closely the file. Only those currently received the AOR who's application delivered till 16th of Oct so far. So you can say it's first come first serve basis.
probably only 15 % of people are on this forum who applied for citizenship. Oct file have 450 + entries with this ratio actually it can be more than 2000 + Citizenship applications only in Oct. just a rough guess.
