What about someone who is studying outside Canada, has required days for citizenship. There is no change in address, the person is still living in Canada and PR for all practical reasons including filing of taxes in Canada. Staying in a dorm cant be called residence. Such people will apply for citizenship and leave after the break is over and come whenever the test and oath is due.
Is the objective of informing IRCC just to help them to reach the applicant? If so, the person can authorize someone to receive mail. Isn't that possible?
IRCC can send you a letter asking you to show up at a particular office three or four weeks later (interview, test, oath). If they know you aren't in the country, they will wait with the invite accordingly. If you don't tell them, that authorized person might receive the letter saying you have to be somewhere in three weeks. That is of zero help if you happen to be at the other end of the world at that point. That's why they want to know when they can't invite you to things.

Also, let's not get into the topic of residence for tax purposes. That's a whole different area and independent of all the other definitions of residency.

Please Guys advice :
1- Can we use Health Card as an ID instead of Driving License

2- Can we use the OLD form cause the new one doesnt print all the information in work history !!?

Misrepresentation means that you deliberately omitted facts or altered them. Even if there is an obligation to inform IRCC about travels, if you don't do it due to oversight, that's not misrepresentation. It's still a mistake, but don't throw the word misrepresentation and lie around so easily.

There is a big difference between hitting someone with a car by accident and deliberately hitting someone with a car. And in the same way there is a big difference between being sloppy with your application and misrepresentation.

Furthermore, the request to inform IRCC about longer travels is just them wanting to know how to reach you. This request is not backed up by the citizenship act and therefore can't be misrepresentation anyways.

Of course you should still inform them.
Of course! I get that but the person here mentioned that "You do not have to notify IRCC if you don't want to" sounds like this is an optional where IRCC clearly stated to notify them.

Thanks for the reply. So, the purpose is for IRCC to decide when they can or cannot schedule test/ interview/oath if I understood correctly. Correct me if I am wrong.
I had earlier asked this question, is the test/ interview/oath decided by IRCC and can it be changed if the applicant is not available on that date? None replied.
In any case, the question is for my son and he will make me his Rep. And if IRCC informs then I will relay the message to him and he will make every effort to come on the date suggested by IRCC.

Yes, date can be changed. I know someone who changed theirs because they were out of the country.

1 - if it is a health card with photo, date of birth and name, then yes.

2 - no, you must use the new form. If the info doesn't print, provide it on a separate sheet

Even if it's just a week old, keep in mind that IRCC continuously updates the form and you are expected to use the newest version available. You can risk it with an older version, I wouldn't risk it myself. If you have technical difficulties, see my suggestion above with the extra page.

Note: You can of course do what you want to do. But if you expect me to say "it's OK to use an old form, even if it's just a week old", I can't do that :)
